Avery County approves budget amendments, EMS base funding and two grant ordinances

The Avery County Board of Commissioners on Nov. 4 approved multiple budget amendments and grant project ordinances to fund county facilities, emergency services and grant-supported projects.
The board adopted a $10,000 budget amendment to record an America 250 grant for the Avery County Museum, with the motion by Martha Hicks and second by Robert Burleson. The board also approved a $128,000 roll-forward amendment to replace the Addison HVAC unit that serves the Avery County Jail; the system had been ordered in May and had a six-month lead time. That motion was made by Dennis Aldridge and seconded by Robert Burleson.
Commissioners approved a $450,000 budget amendment to build an upgraded EMS base at Green Valley that would include sleeping quarters, a common area, kitchen, space for two ambulances and an E911 backup facility. The motion was made by Wood Hall Young, Jr. and seconded by Robert Burleson.
The board adopted a Grant Project Ordinance for American Rescue Plan Act (ARPA) funds designated for provision of government services, and separately adopted a Grant Project Ordinance for the Neighborhood Revitalization Program in the amount of $950,000 to support a Domestic Violence Home. Motions for the ordinances were approved unanimously.
Finance Officer Caleb Hogan also reported occupancy tax receipts of $75,279.54 for August 2024 and $21,345.79 for September 2024. The tax collections reports for September and October were approved by motion and recorded in the minutes.
All of the cited budget measures and ordinances passed on unanimous votes (5-0) as recorded in the meeting minutes. The board did not attach additional conditions to the EMS or jail capital appropriations during the meeting; staff will carry out procurement and implementation steps consistent with usual county purchasing and budgeting procedures.
Next steps: departments will proceed with procurement and implementation of approved projects and staff will report back on progress as appropriate in future meetings.
