Avery County approves a series of budget amendments, returns $350,000 Dogwood Health Trust grant

At its Sept. 3 meeting the Avery County Board of Commissioners approved several budget amendments covering grants, staffing and school capital needs.
Finance Officer Caleb Hogan presented amendments that included a $2,309.50 adjustment tied to a Department of Environmental Quality trail and stream restoration grant; an $18,315.33 amendment to fund a temporary full-time Elections position to train a successor ahead of the current director’s retirement; and a $9,460.73 transfer moving unexpended special adoption incentive funds into the current fiscal year.
Significant among the actions, the board adopted a motion to return $350,000 previously budgeted from the Dogwood Health Trust for a reentry housing project after the county decided not to proceed with that project. The meeting minutes record the Dogwood Health Trust funds being debited from the Dogwood Trust Reentry Grant account and credited back to Fund Balance–Appropriated.
The board also adopted Register of Deeds automation grant adjustments totaling $4,714, and multiple Avery County Schools capital outlay appropriations: $33,000 for Avery High School roof architect fees, $55,112 for repairs including a middle-school boiler pipe and other school repairs, $22,150 for HVAC replacement at the Board of Education central office, and $33,159 for a Newland Elementary water-line replacement. All amendments were approved unanimously.
