Committee shortens sunset period for cash bail‑bond agents and advances HB 1186

Representative Soper, sponsor of House Bill 11‑86, told the committee the bill is a routine sunset review of regulation over cash bonding and professional cash‑bail agents and that sponsors intended to amend the sunset period from 13 years to eight years.
Steve Gianpolo, director of producer licensing and enforcement at the Colorado Division of Insurance, testified in support and described the division’s consumer‑protection role: "There are currently 3 registered cash bonding agents in Colorado... There are 17 professional cash bail agents currently operating in Colorado," he said, and the division had received 43 complaints against bail bonding agents over the past five fiscal years.
Committee members discussed the rationale for shortening the review period so that legislators with institutional knowledge can participate in future sunsets. The committee adopted amendment L3 to change the sunset from 13 to 8 years. Chair Mabry moved the bill, as amended, to the Appropriations Committee with a favorable recommendation; the motion carried and the bill will proceed for further review.
