Avery County staff recommend repealing municipal solid-waste credits; ordinance change planned

Avery County’s manager told commissioners on April 14 that the county is subsidizing municipal solid-waste credits and that staff will seek an ordinance change.
“There was 306 tons of trash that came out of the municipalities that they got credit on. We are subsidizing every one of the entities,” County Manager Phillip Barrier Jr. said. He reported the county’s engineer is checking details and recommended repealing the solid-waste credit and amending the county’s solid-waste ordinance to apply to all trash-hauling companies.
The board agreed to place the item on a May or June meeting agenda to consider ordinance revisions. The workshop did not adopt an ordinance change; staff will return with recommended language and impact analysis for the commissioners’ consideration.
Next steps: county staff will confirm the engineer’s calculations, draft proposed ordinance amendments, and present fiscal impacts and any proposed implementation timeline to the board.
