Avery schools received $9 million in Hurricane Helene recovery funds; board to accept reimbursement approach

The Avery County Board of Commissioners discussed how to disburse roughly $9 million in Hurricane Helene recovery funds reported to be received by the school system.
Caleb Hogan, the county finance officer, said the funds from hurricane relief applications are in the schools’ disbursing account. He told the board the county could process disbursements on a reimbursement basis rather than extending a loan: “This is not a loan. We can do this on a reimbursement basis.”
Commissioner Dennis Aldridge asked the board to ensure that the hurricane recovery funds be handled outside the county’s normal capital-projects minimal funding formula and noted the difficulty of getting accurate estimates quickly for storm-damaged properties. The board reached consensus to proceed with reimbursing projects “as long as the money lasts” and asked the school board to submit a priority list for county disbursement planning.
The workshop did not adopt a formal disbursement policy; staff will return with recommended procedures, a priority list from the school board, and any necessary formal action for future meetings.
