Norman explained the Planning Commission recommended replacing the original district-based limitation with an overlay district tied to geographic proximity, and cited staff statistics about the share of housing units that senior living now represents in the city.
Councilors debated whether to act at third reading or allow time for the incoming council members to participate. Councilor Sutton moved to postpone to Dec. 16 and place discussion on the Dec. 9 workshop; the motion passed by a 4–0 vote with one abstention. Several councilors said they would prefer a workshop conversation with planning staff and commissioners to better understand the map and the practical impacts of the proposed overlay.
Outcome and next steps: The ordinance remains pending and will be on the workshop agenda Dec. 9 for discussion and again on the Dec. 16 council meeting for possible final action. Staff was asked to supply additional mapping details and to ensure the planning commission can appear for workshop discussion.
