Claiborne County Commission elects Mike Campbell chairman; approves school grants and several county resolutions

At its Sept. 17, 2018 meeting in Tazewell, the Claiborne County Commission elected Mike Campbell chairman and approved multiple school budget amendments including a $504,625 Lottery After School Grant, reappointed the county attorney and appointed Sheriff Bobby Brooks to the E-911 board; several committee and loan items were tabled for more detail.
Mike Campbell was elected chairman of the Claiborne County Commission on Sept. 17, 2018, following a roll-call vote that gave 12 votes to the Campbell/Whitt Shuford ticket and 7 to the Mundy/Campbell ticket. Commissioners then seated Campbell as chairman and Whitt Shuford as vice chairman for a one-year term.
County Mayor Joe Brooks asked that his office be involved in preparing the commission agenda going forward; the chairman suggested a resolution on agenda preparation be drafted for the next meeting.
The commission approved routine business including minutes and county office reports. It voted unanimously, 21-0, to appoint Sheriff Bobby Brooks to the E-911 board after a recommendation from County Mayor Joe Brooks. By roll-call vote the commission reappointed James Estep as county attorney, 19-2, over a challenger, Danny Stone.
The board combined and approved several resolutions submitted by the Circuit Court Clerk to fund computer equipment purchases from existing Data Entry Fee accounts. The three equipment quotes from Pomeroy IT Solutions totaled $2,416.44, $4,832.88 and $1,610.96 respectively; the combined motion passed 21-0.
The Claiborne County Board of Education requested and received four budget amendments. Those included a $22,150 USDA fresh fruits and vegetables award for TNT School, a $20,000 donation from the La-Z-Boy Foundation for staff development, a $10,000 Read to be Ready grant, and a Lottery After School Grant for $504,625. The Lottery grant lists line-item allocations for supervisors, teachers, assistants, part-time personnel, benefits, travel, supplies and staff development; the commission approved all four school-related amendments by a combined 21-0 vote.
School Director Dr. A. Miller introduced a separate resolution seeking an EESI loan for school energy improvements; Josh McNeil of Energy Systems Group presented project plans and financing options. Commissioners asked for an itemized estimate of improvements per school. Commissioner David Mundy moved to table the EESI item until Energy Systems Group provides a detailed itemization; the motion to table passed 18-3.
A resolution to appoint or reappoint members to several county committees was also tabled after discussion about committee assignments and requests that County Mayor Joe Brooks be consulted about appointments; that motion to table passed 18-3.
The Claiborne County Highway Department’s requests to declare scrap metal and a set of aging tractors and equipment surplus were combined and approved by a unanimous roll-call vote, 21-0. The resolutions listed serial numbers for specific tractors to be removed from the county’s inventory and sold according to state law.
An ethics-committee resolution was presented and amended to specify that Gina Tye serve as secretary and not as a voting member; County Mayor Joe Brooks requested time to provide recommendations. The ethics-committee appointment resolution was tabled 18-3. Commissioners asked the mayor to provide a list of boards, members, meeting schedules and term lengths at the next meeting.
The commission adjourned after the listed business.
