Hudson council approves land-development code changes to streamline submittals and clarify transfers

Council passed ordinance 25-167, an amendment to Appendix A of the Land Development Code governing submittal requirements, by a 7-0 vote on third reading after councilors said the update would make the process easier for applicants and staff. Councillor Gaetz moved to pass the ordinance and Council President Byrd seconded the motion; the roll-call vote was unanimous.
Council then considered ordinance 25-168, which revises rules for transfers of land where a conditional-use permit has recently been issued. Council substituted language recommended by the Planning Commission (dated Nov. 10, 2025) and passed the substituted ordinance 7-0. Councillor Weinstein said the commission's guidance would help ensure applicants remain engaged and prevent projects from being switched to a new developer mid-process. "There's positive feedback from the planning commission that this would really help streamline things and modernize how applicants apply," Weinstein said.
Both items were third readings and were described in council discussion as measures to modernize and simplify the application process for developers and staff. The council recorded no dissent during debate, and both measures passed unanimously.
The ordinances were presented and discussed during the council's legislation section on Jan. 6; councilors said the planning commission supported the changes. The council did not record any additional amendments to either ordinance during the meeting.
The council meeting packet listed the Planning Commission's version of ordinance 25-168 dated Nov. 10, 2025. No implementation timeline or effective date beyond the passage on third reading was specified at the meeting.
