Commission to sign supplemental materials for golf-course water permit; certificate approved for North Baker grant

County staff reviewed a Department of Natural Resources and Conservation (DNRC) letter identifying insufficiencies in a beneficial-use permit application for a golf course irrigation project and outlined required supplemental materials.
Staff (Speaker 9) said DNRC noted an existing 1978 water right originally tied to Baker Lake and requested more detail on the golf course piping, pump systems and existing lagoon cells; staff plans to provide a supplemental letter with those descriptions rather than embedding all material in the application. "They want me to explain the piping system better at the golf course...the pump system better...and the existing lagoon cells," staff said.
Separately, staff reported on the North Baker Water Improvements project: the $120,000 state grant with a 50/50 cost share was completed and the district needs a signed certificate of compliance before the DNRC will close out the grant and release remaining funds. The commission voted to approve the certificate so staff can finalize and submit the signed documents.
Next steps: staff will compile supplemental irrigation and lagoon documentation for the golf-course permit and will sign and submit the North Baker certificate of compliance as approved by the commission.
