Tuscarawas County commissioners approve bridge land funding, inter-fund transfers, hire and enter executive session

The Tuscarawas County Board of Commissioners on March 9 approved a set of routine financial and personnel actions, including a $140,000 supplemental appropriation for land related to the CR 62 bridge, a package of inter-fund transfers, approval of Job & Family Services monthly contracts and the hiring of a custodial worker.
Commissioner Greg Ress moved to approve the March 4 minutes and the board unanimously approved the procedural item. The board then approved two supplemental appropriations: $5,000 to the County Planning Commission for local share costs and $140,000 for Road & Bridge for land tied to the CR 62 bridge project; the measure passed with Commissioners Kristin Zemis, Greg Ress and Mitch Pace all voting yes.
The commissioners approved inter-fund transfers totaling $150,487.38: $105,000 from the County General fund to OCED – Building Improvement (second quarter 2026), $36,357.38 from County General to a Soil & Water Grant (fourth quarter 2026) and $9,130 from Regional Planning to County Planning. All transfers were approved unanimously.
On personnel and contracts, the board approved February 2026 contracts for Tuscarawas County Job & Family Services as recommended by Veronica Spidell, JFS Director. "Every time Job & Family Services is brought up, it is refreshing to know where we are today versus two years ago," Commissioner Greg Ress said, praising Spidell’s work. The board also approved Resolution 175-2026 to hire Brock Jones as a full-time Custodial Worker II effective April 6, 2026, at a rate of $15.62 per hour; the resolution notes the position is in the classified service pursuant to the Ohio Revised Code.
Commissioners voted to change the March 11 meeting time from 10:00 a.m. to 10:30 a.m. "The change in meeting time is so the Commissioners can attend a public event together," Commissioner Kristin Zemis said.
The board recessed at 10:05 a.m. to meet with County Engineer Doug Bachman about a possible property acquisition and later moved into executive session at 10:15 a.m. for the same purpose. Those recorded as present for the executive session were Commissioners Zemis, Ress and Pace and County Engineer Doug Bachman. The meeting returned to open session at 10:20 a.m. and adjourned at 10:21 a.m.
