Tuscarawas County declares necessity and advertises for bids to rehab Baltic Wells #1 and #6
Summary
The Board approved plans, declared necessity and authorized advertisement for bids for the Baltic Wells #1 & #6 Rehabilitation and Phase 3 Exploratory Source Development (Project No. BA-26-01); the Board anticipates OWDA funding and stated that costs will not be paid by special assessments.
On March 16 the Tuscarawas County Board of Commissioners declared the Baltic Wells #1 & #6 Rehabilitation and Phase 3 Exploratory Source Development Project (Project No. BA-26-01) necessary to protect public health and approved plans and specifications for competitive bidding.
The Board, acting as agent for the Tuscarawas Water and Sewer District under authority from the district’s operations agreement (dated May 28, 2024) and ORC 6119.09, authorized the Tuscarawas County Sanitary Engineer to advertise for sealed bids. Bids will be received at the Commissioners' office until 10:30 a.m. local time on April 15, 2026, at which time they will be publicly opened and read.
Exhibit A attached to the resolution describes the scope and bidding requirements: rehabilitation work for Well #1 (including pulling the existing vertical turbine pump, modifying the cast-iron discharge head for submersible application, mechanical/chemical cleaning and installation of a new 150 GPM submersible pump and 3-inch Certa-Lok drop pipe) and work on Well #6 (pulling the existing submersible pump and mechanical/chemical cleaning of the 10-inch rock bore). Phase 3 requires hydrogeologic siting and exploratory test drilling on District property, continuous overburden sampling for OEPA approval, preliminary yield testing and Microscopic Particulate Analysis (MPA) for GWUDI evaluation.
Bidding requirements include State of Ohio Registered Water Well Drilling Contractor qualifications, Phase 3 oversight by a Professional Hydrogeologist as defined in the bidding documents, bid security (100% bond or 10% certified check per ORC 153.54), and prevailing wage rates under ORC Chapter 4115. The resolution states anticipated funding via the Ohio Water Development Authority (OWDA) and notes that the award of any contract will be contingent on securing that funding. The Board also resolved that project costs are not intended to be paid by special assessments on benefited properties under ORC 6119.42.
The motion was moved by Commissioner Mitch Pace and seconded by Commissioner Greg Ress; the motion passed with Ress and Pace voting yes and Commissioner Kristin Zemis absent. The Board directed the Sanitary Engineer to proceed with advertisement and to maintain bid documents on file. Bidders were informed that a pre-bid conference will not be held.
Bids are scheduled to be opened April 15, 2026; award of a contract will be contingent on funding and the County reserves the right to reject any or all bids.
