Crawford County supervisors approve road reclassification, interfund transfer and compensation board

The Crawford County Board of Supervisors voted unanimously July 23 to reclassify a portion of K Avenue in Goodrich Township, authorize operating transfers to the Secondary Road Fund for fiscal 2024-25, and establish a county compensation board.

The board approved Crawford County Resolution No. 2024-19 to reclassify a segment of K Avenue (beginning at 2712 K Ave., running southeast approximately 940 feet to the end of K Ave., described in Road Petition No. 558) from Area Service C to Area Service B. The petition was filed by abutting landowner Casey Buck; the board cited authority under Iowa Code Section 309.57 and Crawford County Ordinance 99-2. Voting aye were Supervisors Dozark, Heiden, Muhlbauer and Rosburg; the motion passed unanimously.

The board also adopted Resolution 2024-26 authorizing the county auditor to periodically transfer sums to the Secondary Road Fund during FY2024-25. The resolution caps transfers at $234,803 from the General Basic Fund and $2,949,548 from the Rural Services Basic Fund, references Iowa Code Section 331.429 for transfer mechanics, and directs the auditor to make transfers within ten days of notification of property tax apportionments and to notify the treasurer and county engineer when transfers are made. The motion passed unanimously.

In a separate resolution, the board approved Resolution 2024-27 to establish a seven-member County Compensation Board as authorized by Iowa Code Section 331.905 (as amended by 2024 Senate File 2442). The resolution specifies that two members will be appointed by the board of supervisors and one member each by the county auditor, county attorney, county recorder, county treasurer and county sheriff; initial staggered terms were set and elected officials were directed to submit appointments by Oct. 1, 2024. The resolution is retroactive to July 1, 2024; the vote was unanimous.

Why it matters
