Boca Raton CRA lowers pre‑permit urban‑design deposit for smaller projects

The Boca Raton Community Redevelopment Agency voted 5‑0 on Sept. 8 to amend its application review fee schedule and replace a flat $2,500 pre‑permit urban‑design deposit with a tiered deposit based on project value.
Arlene Chees Nelson, DDRI planning analyst, told the board staff recommended the change because the $2,500 deposit had become burdensome for smaller applicants. “We have a number of very small projects coming in, and the $2,500 has been difficult for some of our applicants,” Chees Nelson said. Under the new schedule, the deposit will be $500 for projects valued at up to $500,000 and $1,000 for projects above $500,000. Staff said the effective date would be Oct. 1, 2025.
The change replaces the single $2,500 deposit and is intended to reduce financial hardship for smaller applicants while preserving the same design review process. Staff said the time staff spends calculating refunds and processing returns contributed to the proposal; commission discussion noted refund administration costs and staff time as drivers of the adjustment.
After a brief public‑hearing period with no speakers, the board moved and seconded approval of Resolution 202504 CRA and adopted the amendment by a recorded vote of 5‑0.
The adopted resolution directs staff to implement the revised fee schedule effective Oct. 1, 2025; the board did not add further amendments at the meeting.
