Pacific County OKs comp-time option and inclement-weather pay for corrections and Patcom employees

The Pacific County Board of County Commissioners voted unanimously July 31 to approve two memoranda of understanding (MOUs) with Teamsters Local 252 that create a compensatory-time option and guarantee time-and-a-half pay for covered employees who worked during county facility closures caused by inclement weather.
The first MOU applies to noncommissioned corrections staff; the second applies to Patcom employees. Both motions direct that anytime county facilities are closed due to weather or other events outside the employer’s control, employees who work during the closure will receive time-and-a-half for hours worked during that period. Both motions also authorize the county administrative officer to sign the MOUs.
Paul, a county staff member who spoke to the board, said the corrections MOU mirrors a comp-time agreement approved earlier in the week for the road-crew bargaining group and that the move is intended to offer parity to 24/7 operations. “It’s essentially the identical MOU that was just approved earlier this week for the road crew group,” Paul said, adding that offering a comp-time option can help manage overtime costs. He told the board the February closures occurred on Feb. 13–14 and that corrections staff had to remain on duty while facilities were closed.
During discussion, commissioners confirmed that the motion language should read “employer’s control” (not employee’s control) when describing events outside the employer’s control. For the Patcom motion, staff noted and the board accepted a correction: the second motion’s text initially referenced "any corrections employee" but should read "any Patcom employee." Paul explained that the two separate MOUs are required because the two bargaining groups have separate collective-bargaining agreements even though the substantive terms are the same.
Each motion was moved, seconded and approved on a unanimous voice vote. The MOUs were described on the record as previously vetted in labor-management committee meetings with Teamsters representation. The board closed the special meeting at 11:41 a.m.
