Board approves $105,000 contract with Joint Pacific County Housing Authority and Alder House to address grant requirements

The Pacific County Board of County Commissioners on July 14 approved a contract for services with the Joint Pacific County Housing Authority (JPCHA) and Alder House Independent Senior Living in the amount of $105,000, to be paid from Capital Projects Fund #302. The motion states the contract is included in the county’s economic development plan (Resolution 2023-058) and rescinds a prior motion from December 2023 as it pertained only to the earlier contract. The motion passed with three ayes.

A staff member explained the contract revisions were necessary because of issues tied to a housing grant JPCHA had received: "There were some issues with the grant... and this will help them to follow through and get everything completed for that grant," the staff member said, describing adjustments made to the contract to meet grant conditions. The staff member confirmed that the December 2023 motion related only to the contract and did not remove the authority's listing on the county’s OEDP (economic development) list.

Board members asked clarifying questions about whether rescinding the 2023 motion would change other actions; staff confirmed the prior motion was limited to contract approval and did not remove JPCHA from any county lists. After brief discussion the chair called the question; the board recorded three ayes and approved the contract amendment and rescission as specified.

The motion notes the contract is to be paid from Capital Projects Fund #302 and cites Resolution 2023-058 as including the project in the economic development plan. The board did not record any abstentions. Next steps will follow standard contracting procedures and budget-appropriation checks before disbursement.
