A motion to authorize the change and recruitment carried by voice vote.
Pay authorization: The board separately authorized out-of-class pay for Deskins for hours worked while performing the fair/parks manager duties (management grade 12 step 1) for the period Jan. 1–Feb. 28, 2025, under section 9.2 of the Local 367c collective bargaining agreement, with the employee required to document hours worked. Commissioners noted the interim had been intended to run through this year’s fair and recognized his contributions.
PACCOM hires: The board approved hiring Richard Reid as communications clerk/secretary and Thomas Shannon IV as a telecommunicator for PACCOM (both Teamsters Local 252-represented, step 1), pending background checks and subject to appropriations. PACCOM staff said Thomas will fill the 12th dispatcher slot and praised both hires.
Sheriff’s Office leave: Commissioners approved an intermittent family medical leave request effective Feb. 9, 2025, for a qualifying event, contingent on receipt of required paperwork and with an aggregate limit of 12 weeks of leave during the 12-month period.
Vendor claims: The board approved vendor warrants numbered 173,767–173,849 totaling $158,014.81 and warrants numbered 173,850–173,903 totaling $248,128.30, both subject to adequate appropriations and county policies. A commissioner summarized the item simply as paying bills; the board approved the warrants by voice vote and then adjourned the special meeting.
The board used the special session to expedite personnel and claims actions so recruitment and payroll matters would not be delayed by regular meeting scheduling.
