Pacific County commissioners approve contracts, grants and equipment purchases

The Pacific County Board of Commissioners approved a series of procurement and grant items on July 8, 2025, ranging from bridge engineering task orders to equipment and software purchases for Patcom dispatch services.
Key approvals included an $86,852 Recreation and Conservation Office (RCO) grant (agreement 25-1270P) to support salmon-recovery work and an interagency agreement with the Pacific Conservation District to implement the project. "This is a biannual grant ... it's really just a pass-through grant from us to the conservation district," said Sean during the discussion.
Public works contracted Sergeant Engineers Inc. on two task orders: a load-rating evaluation and surf-side rating update (task order 2025-03SAR) for $5,270, and bridge load-posting guidance (task order 20255-04SAR) for $12,156. Staff said WSDOT had identified bridges requiring posting or load-rating updates and that the county relies on certified bridge engineers for these analyses.
Patcom-related approvals included purchase of two Zetron Max call-taking consoles under resolution 2025-045 ($61,781.50, single-source), a RapidSOS GIS module under resolution 2025-046 ($12,760, single-source) to improve real-time caller location, two Dell Pro Max towers with UltraSharp monitors ($6,694.03), and radio chassis/power units from Raycon for $6,212.93 to replenish backup inventory. Staff indicated they expect state reimbursement for some console costs and described the RapidSOS GIS module as improving caller-location accuracy. "This will be a game changer for sure," the chair said in reference to improved location accuracy.
Other votes included awarding asphalt product bids to Lakeside Industries and Nassell Rock and Asphalt (unit prices and conditions specified), a striping contract to Specialized Pavement Marking LLC, fair-entertainment and date confirmations, a coroner stretcher purchase for $1,623.06, and acceptance of a Homeland Security grant agreement (E25-374) to reimburse local fire departments for interoperable radios.
All listed motions were moved, seconded and approved by voice vote during the meeting. Where staff provided justification, they cited logistical factors (distance to asphalt plants, WSDOT requirements for bridges), interoperability needs for emergency communications and routine equipment replacement for 24/7 dispatch operations.
What comes next: Several items are subject to adequate budget appropriations; contracts and purchases will proceed as fiscal approvals and procurement rules allow.
