Pacific County approves $2.5 million purchase of Harbor Rock building

The Pacific County Board of Commissioners on May 13 approved a $2.5 million purchase agreement with Harbor Rock Incorporated for a property at 307 Robert Bush Drive East (parcel 1409273304). County staff said the payment would be spread over five years at $500,000 per year, with the first installment due July 1, 2025.
County staff told the board the building is currently occupied by Department of Social and Health Services tenants under a three-year lease that runs through 2027. Commissioners said no immediate relocations were planned and any future moves would be discussed when the tenants' leases expire or as needed. County staff described the acquisition as an opportunity to gain suitable government space at a price materially lower than building new.
"The payment of $2.5 million would be spread over five years, $500,000 per year, with the first payment due coming up here by July 1st of this year," a county official said during the presentation. Staff added that the purchase would be paid from the Capital Improvements Fund (Fund 301) and that rental income from existing tenants could offset initial payments.
The board voted to authorize the chair to sign the purchase documents, with staff directed to finalize the contract and prepare the initial payment schedule.
Next steps: county staff will finalize contract terms, confirm closing logistics and track the transaction in the capital projects fund. Commissioners said any decisions about which county services might relocate to the building will be made in future meetings.
