Pacific County commissioners adopt casual 9-1-1 telecommunicator policy, approve personnel moves and fair fund amendment

The Pacific County Board of County Commissioners on Sept. 3 adopted a policy to allow casual 9-1-1 telecommunicators and approved several staffing and contract items at a special meeting called to address time-sensitive matters.
The board adopted Resolution No. 2025-056 to establish a casual telecommunicator policy after a motion from a committee member. A board member said the policy had been brought forward by Director Kate Ochoa and noted that casual employees would be allowed under the collective bargaining agreement and would be fully trained and certified. The motion passed on a voice vote.
The board also acknowledged the resignation of Bobby Pulsipher, telecommunicator, effective Sept. 1, 2025, and approved hiring Bobby Pulsipher as a casual 9-1-1 telecommunicator at $25.03 per hour, effective Sept. 3, 2025, subject to adequate budget appropriations and in accordance with the Teamsters Local telecommunicators collective bargaining agreement. A committee member said, "Bobby's been with the dispatch center for many years, moving on to her next endeavor," and thanked Pulsipher for continuing to assist in a casual capacity.
On corrections staffing, the board accepted the voluntary resignation of Corey Flynn as correction sergeant and approved reclassifying him to corrections officer under Teamsters Local Union No. 252 (Grama 1 18 Step 9), effective Sept. 1, 2025, subject to budget appropriations. A board member noted Flynn has served Pacific County since 2008 and that the reclassification will not affect his service-credit longevity.
The board approved a therapeutic court services contract for Superior Court with Edward Penoyer, effective Sept. 1, 2025. Board members described the contract as time-sensitive and thanked Penoyer for stepping forward and Deputy Clerk Mindy Young for facilitating the arrangements.
The board adopted an amended Resolution No. 2025-051 to establish an impressed fund for the 2025 Pacific County Fair for the purpose of making change. A staff member explained that the previous resolution had authorized the county treasurer to issue a warrant to create the fund, but because the treasurer was unavailable when needed, the amendment added authorization for the county auditor to issue a warrant in those circumstances.

Chair announced the board would go into an executive session to discuss potential litigation under state law (RCW 42.30.110). The board reconvened after about an hour; the chair stated the executive session ended at approximately 1:50 p.m. and "no action was taken at this time." The meeting then was adjourned.
