Pacific County commissioners approve appointments, hires, contracts and a temporary road closure

Pacific County commissioners on Feb. 25 approved a slate of appointments, hires and contracts and adopted a temporary road‑closure resolution to repair a failed culvert and tide gate.
The board confirmed the appointment of Nicole Pichernell to a three‑year term on the Health and Human Services Advisory Board after Committee member (S4) moved and Committee member (S5) seconded the nomination; Chair (S2) abstained, saying, "I will abstain because she's my niece," and commissioners welcomed the new member. The board also appointed Castia Lesnow to a two‑year term on the lodging tax board.
On personnel actions, commissioners approved several hiring and promotion requests in public works and dispatch. The board voted to hire Daniel Dorman and Trevor Topelt as road maintenance technicians effective March 1, 2025, and promoted Martin Sorensen to South County lead, all subject to background checks and budget appropriations. Alicia Moore was approved as a telecommunicator, filling the county’s 11th dispatch position.
The board authorized facility and service contracts: it approved the purchase of Mitsubishi ductless heat pump systems for courthouse offices (one system for the main floor at $36,250 plus taxes and a second system for the treasurer’s office at $22,850 plus taxes), approved payment of $15,193.08 to Quig Brothers Inc. for striping on Parkola Road, and authorized a master services agreement with Relias LLC to provide online training for corrections staff for three years. Commissioners also approved an entertainment agreement for the county fair with South Sound Mounted Shooters for Aug. 22, 2025, subject to proof of insurance.
Transportation and infrastructure actions included adopting Resolution No. 2025-12 to temporarily close Parpola Road (No. 91190) from March 10 through April 14, 2025, for installation of a new cross culvert and tide gate; Public Works staff said the existing culvert had rotted and the tide gate failed, threatening the roadway. Staff estimated delivery of the pipe and tide gate by later in the month and described the repairs as urgent to avoid more expensive future loss of the roadway.
Other business included adoption of Resolution No. 2025-013 to add an agenda request form to personnel policy exhibits, a personnel form update (exhibit 9.02), renewal of an underground storage tank environmental liability policy with Ironshore for 12/14/2024–12/14/2025, and issuance of an invitation to bid for the county’s official newspaper for 2025–26 with a bid opening set for April 8, 2025. The board also approved an exception to travel/expense policy to pay up to $440 for in‑county meals at a diversion and motivational interviewing training (to be reimbursed by the Department of Commerce consolidated homeless grant).
Most motions were approved unanimously or by voice vote where recorded. Where a commissioner explicitly stated an abstention (the appointment of Nicole Pichernell), that abstention was noted in the record. Several budgeted payments and hires were approved “subject to adequate budget appropriations.”
The board recessed for an executive session later in the morning and reconvened without further action; the minutes show no substantive changes to the approvals already made.
