Commissioners approve routine accounts, reappointments and administrative items

The Fulton County Board of Commissioners approved a series of routine administrative items on Nov. 25, 2025, including payables, vendor invoices, reappointments and grant-related kickoff activities.
The board approved payables dated Nov. 28 totaling $674,010.68 across multiple funds (General Fund $213,274.44; Liquid Fuels $13.44; HSDF/HSBG $299,742.00; SFC Evidence Based Practice $16,378.20; CDBG $87,108.88; Domestic Relations $14.50; Act 13 Marcellus Shale Recreational $1,287.50; Medical Assistance Transportation $41,605.75; Debt Service $14,148.95; Pass Thru Funds $437.02). The minutes record motions approving payroll ($125,126.16) and these payables, with all motions passing unanimously.
Commissioner Steven L. Wible moved to approve reappointment letters for Conservation District directors Gene Mellott and Mark Knepper; that motion passed without objection. The board also retroactively authorized Chief Clerk Stacey M. Shives to electronically execute Krivak Trust signatory documents related to the Treasurer's Office transition and retroactively approved a travel request by Shives to attend a PCHIPC membership meeting on Nov. 14, 2025.
Financial and vendor items approved included ePayment Now dog licenses ($2,363.50), a William Penn Printing invoice ($4,487.70), an Elect IT Solutions invoice for December staffing/support ($9,854.00) and a HART license/support invoice ($11,815.00). Commissioner Randy H. Bunch also authorized Interim County Treasurer Amy Bishop to obtain a county credit card for the Treasurer's Office.
The board approved a CCAP PCoRP final-installment contribution of $45,442 (total contribution $151,474) and authorized submission of a 2025 Wellness Improvement Program grant application requesting $1,769.60 to reimburse drinking water expenses ($393.75) and purchase an AED ($1,376.25) for a newly purchased building at 101 Lincoln Way West, McConnellsburg.
A bid opening for the sale of 119 North Second Street in McConnellsburg was held as listed but no bids were presented. Commissioners also held a CDBG kickoff meeting (via Zoom) with SEDA-Cog Program Analyst Hanorah Lucas, Building and Maintenance Director Brad Seville and Connie Brode, Executive Director of the Huntingdon/Bedford/Fulton Area on Aging, to discuss the Warfordsburg Senior Center project; separate CDBG minutes are on file.
The meeting concluded with an Election Board meeting held at 10:51 a.m. (separate minutes) and formal adjournment at 11:45 a.m.
