Fulton County commissioners approve payables, personnel moves and Krivak Trust aid

FULTON COUNTY, Pa. — The Fulton County Board of Commissioners met March 3 and approved routine financial and personnel actions, including $335,634.88 in account payables and $132,711.81 in payroll.

Commissioner Randy H. Bunch called the meeting to order. Commissioners approved the Feb. 24, 2026 minutes and accepted the account payables listing by fund, which showed $291,026.05 from the General Fund and smaller amounts across Liquid Fuels, 911, Hazmat, Domestic Incentive, Medical Assistance Transportation, Debt Service and pass-through funds. Commissioner Hervey P. Hann moved to approve the payables, and the board voted "all in favor."

The board also approved payroll dated March 6, 2026, in the amount of $132,711.81. Commissioner Hann moved the payroll approval; the motion passed with "all in favor."

Personnel and administrative actions approved included a travel request for Chief Probation Officer Dan Miller to attend the Annual CJAB Conference April 20–22, 2026; the hiring of Laurel Griest as Office Deputy I for the Prothonotary's Office effective March 4, 2026 (a separate Salary Board set her pay); and the acceptance of a retirement letter from Domestic Relations Director Tina Gress, effective July 11, 2026. Gress told commissioners she has worked since her teens in local jobs including the Fulton County Newspaper and as a realtor and noted her service on the Fulton County Medical Center board.

The board approved several vendor and program payments: a lease from DBB (Doing Better Business) for a printer for MDJ Heming's office for a total contract price of $3,647.00; a "Plan Asset Invoice" from Conrad Siegel for $3,844.25 to be paid from plan assets; and the February 2026 Pension Fund report as presented by HR Administrator Mary Huston. Commissioners also approved a burial expense application for veteran Gary Allen Myers, who served in the Air Force during Desert Shield/Desert Storm.

The board authorized a CDBG "Delegation of Signing Authority" form for HR Administrator Mary Huston and Commissioners Wible and Bunch to execute invoices submitted to SEDA COG. Human Services Director Julie Dovey presented a Krivak Trust application and the commissioners approved the request for up to $35,000; the minutes note the applicant information is confidential under HIPAA. Commissioners recorded multiple votes in the minutes as "all in favor."

Commissioners conducted three executive sessions during the meeting for personnel matters (10:15–10:29 a.m.; 10:48–11:45 a.m.; 12:25–12:37 p.m.). The meeting concluded following an update from Building and Maintenance Director Brad Seville on Phase II renovations for a county-owned building on Lincoln Way West in McConnellsburg; the board adjourned at 1:03 p.m.

The board listed Commissioner Randy H. Bunch, Commissioner Steven L. Wible and Commissioner Hervey P. Hann as present, with Chief Clerk Stacey M. Shives recording minutes. No formal roll-call tallies with individual names were recorded in the public minutes beyond the repeated "all in favor" notation.
