Staff told the board that, based on a review of the Florida Master Site File and the city's architectural guidelines, "without the support of evidence to the contrary, staff finds that the board can approve a certificate of demolition at 10 Elkton Lane because it is not a local landmark or otherwise designated as a historic building." The applicant, Liana Freeman, waived a formal presentation for the expedited hearing.
A written response from a nearby professional office noted the house decreased the value of their property and posed safety risks. Board members who reviewed photos and the staff report said the structure had extensive alterations and supported the staff recommendation. One member asked whether any siding or floors were salvageable; staff said only limited original wood siding and minimal historic fabric remained.
A board member moved to approve the expedited item "HP 2 2613 — 10 Elkton Lane to demolish this building without any conditions," a motion that was seconded and approved unanimously by roll call.
The vote clears the way for the applicant to pursue the building department permits required to demolish the structure; demolition permits and building permits remain separate and must be obtained through the city's building department.
