County proposes bringing URA/TIF administration in‑house from Discover Anaconda

County leadership told commissioners they plan to move administration of the downtown Urban Renewal Authority (URA) TIF board in‑house, shifting responsibilities now handled by Discover Anaconda to county accounting and grant staff.
“We just gotta give them 30 day notice,” CEO Everett said, arguing that bringing administration into the county would save money and allow county accounting staff to handle grant administration. He said turnover at the contractor has led to gaps in recordkeeping and administration.
A URA board member who identified herself as Rosemary spoke during public comment, saying she has spent substantial time reconciling minutes, has been unable to reconcile federal insurance records and believes the current administrative arrangement is not working. “This is taxpayer money,” she said, and asked the commission to move the item to the next meeting for a vote.
Carl Hammond, speaking as the county planning department representative on the URA TIF board, said bringing administration in‑house could reduce confusion about whose dollars are being used and help the public understand program funding and commitments. Commissioners agreed to place the item on the agenda for future action.
