Anaconda Deer Lodge County commissioners approved changing the county superintendent of schools from a contract stipend to payroll following an IRS audit and increased the monthly rate to $1,200 to offset payroll tax withholding.
County staff told the commission that the IRS audit concluded that several contracted individuals who receive stipends "act like an employee" and must be treated as employees going forward. A staff representative said converting the superintendent to payroll without an increase would reduce the employee's net pay because taxes will be withheld; to address that, the commission approved raising the monthly rate to $1,200. Staff clarified the position remains part-time and will not receive full-time benefits.
Commissioners expressed support for the change and for the superintendent, mentioning that the incumbent had not received raises in several years. A public commenter requested that the county attorney work with the superintendent to ensure forms provided to homeschoolers are legally appropriate; the county attorney and CEO confirmed they would follow up.
The commission moved, seconded and approved the personnel classification and rate change. County staff said they will include the position in future county payroll raises so the superintendent will not fall behind future county-wide increases.
