County treasurer says DOJ motor-vehicle MOU will shift costs to county

County Treasurer Eric Holden told the commission a proposed MOU with the Department of Justice to offer vehicle-registration services locally would require the county to cover hardware, software and some recurring expenses, estimating a few thousand dollars in additional costs over several years.
Eric Holden, Anaconda Deer Lodge County Treasurer, presented a proposed memorandum of understanding with the state Department of Justice to permit local registration services.
"This is kinda being forced fed to us," Holden said, explaining the agreement would give the county access to the state’s registration network and training but also transfer responsibility for computers, software and some operational costs to the treasurer’s office.
Holden estimated the county would need to budget roughly $5,000 for software and a few thousand dollars more for computers and training spread over several years. He said larger counties with more staff have pushed back, and that Anaconda could try to align its approach with a bigger county to share administrative burden.
Commissioners pressed for clarification about whether the county must adopt the agreement and whether other county treasurers in the state had accepted it; Holden said he had heard no counties that liked the arrangement and noted some elected treasurers have more authority to sign. He asked the commission to consider placing the MOU on a future agenda so the treasurer can decide whether to sign.
No formal vote was taken; commissioners agreed to place the matter on a future agenda for more review.
