Boone County commissioners approve contracts, take multiple bids under advisement

Boone County commissioners on March 9 moved through a packed agenda of procurement and highway items, taking several competitive bids under advisement and approving a set of contracts and task orders to keep road and bridge projects on schedule.
Director of Administration (speaker 6) presented bid openings and contract recommendations. For the Council Chambers audio-visual upgrade the board received two bids — CDAAS LLC at $114,821.38 and Associated Controls & Design at $102,879.83 — and voted to take the bids under advisement. The board also took multiple copier/fax-service proposals under advisement and received six bids for the Bridge 70 replacement project; commissioners again took those bids under advisement so staff can review responsiveness and award criteria.
The board approved execution of a Baumgartner & Company LLC resurfacing agreement for project 2026-02 covering roughly 2.3 miles of road across multiple townships with a total amount of $1,681,311.95, which staff said is budgeted in the highway annual road program. "This total amount of this agreement is $1,681,311.95," the Director of Administration stated while presenting the item.
Commissioners also approved engineering and design contracts: a not-to-exceed $191,700 design agreement for Bridge 97 replacement (United Consulting) and a not-to-exceed $52,400 design agreement for Bridge 135 rehabilitation (Mueller Group). Related construction-inspection agreements with BF&S were approved as task orders: an amendment (task order 70) with a not-to-exceed $108,200 (reimbursable), task order 76 at up to $41,000 for three small-structure inspections, and task order 77 at up to $60,000 for bridge preservation inspection services.
On non-highway business, the board approved using Purple Wave as an online auction option for surplus county property (staff said the service carries no cost to the county), approved opening a charge account for Eckhart Wholesale Supplies, and agreed in principle to work toward a one-year, designated-hours lease allowing the buyer of the Lebanon Bowling Center to continue to use the facility parking while final lease terms are negotiated.
The board approved claims by voice vote and adjourned at the conclusion of business.
