County hears Performance Services proposal to assess annexes, considers Knights of Columbus building opportunity

Pulaski County commissioners on March 10 heard a presentation from Jim Stacey of Performance Services about facility assessments intended to identify repair needs, remaining useful life and budgetary roadmaps for county-owned buildings.
Stacey described 360-degree scans covering interior and exterior structure, HVAC, roofing, paving, security and circulation. He said the assessment produces a prioritized, budgetary roadmap and that the firm's approach is to provide services "at risk" until the county decides to move forward with work.
Chair and other commissioners asked about the county's next steps and referenced a previously discussed opportunity relating to the Knights of Columbus building. Chair said the commission had agreed to pursue the Knights of Columbus property conditionally: additional council approval for financing, an appraisal, a building inspection and any legal requirements would be required before acquisition or renovation could proceed.
Commissioners instructed staff to coordinate stakeholders and receive full proposals and references before authorizing long-term work. No purchase or funding appropriation was approved at the meeting; the board authorized Performance Services to perform assessment work so the county can evaluate options.
The presentation also touched on potential energy upgrades and federal incentives (Inflation Reduction Act) as a possible funding source for future energy-related capital work.
