Bellish explained that a growing share of residential electric bills is now driven by transmission-capacity costs settled through auctions; he said capacity charges rose sharply compared with two years ago and that those charges are the same regardless of supplier because they are set by regional transmission auctions. Bellish and councilors discussed that residents may opt out of the city's aggregation with no fee and may shop other suppliers independently.
Council asked about likely bill impacts; Bellish acknowledged some residents have seen higher bills and said the 13-month fixed offer is competitive in the current market and may provide short-term stability. The council advanced the ordinance during the meeting using charter procedural steps.
