City Manager Mr. Dapolito opened his report by recognizing the public works department for storm response and for quick action on a cold-weather water break; he singled out staff for working in difficult conditions and praised their snow removal efforts.

He said the meter pit estimate has been obtained, that the measurement will provide hard numbers on inflow to the county system, and that rate adjustments may follow; he said the city would try to negotiate a phased or stepped increase to reduce immediate impact on residents.
