On unanimous first readings, council approved an amendment to the 2025 annual budget (Ordinance 02-27-25), a contract authorization with Moto Media LLC for broadcast production (02-28-25), an amendment to a construction contract with Peterson Construction Company (02-31-25), an application for the Johnny Appleseed Cooperative Parks Improvement Grant (02-32-25), authorization to use govdeals.com for surplus disposal (02-33-25), a contract with Open Doors Academy to support the ECHO program (02-34-25), amendments to licensing and contractor-registration ordinances (02-35-25 and 02-36-25), and a contract with Rush Truck Centers to purchase a medium-duty dump truck for Public Works (02-37-25). Most of those items passed on their first reading by a 7–0 vote.
Councillors also passed Ordinance 02-30-25, authorizing a lease with Saint Charles Catholic School for police department use; the clerk recorded a 6–1 outcome with one abstention. Council considered Ordinance 02-29-25, a voluntary early retirement incentive program modeled on a prior COVID-era program, but councilors sought more information about potential fiscal impact and buyout amounts. The mover withdrew the initial motion and the council subsequently voted to place the ordinance on second reading. Staff noted the legislation includes a maximum compensation payout not to exceed $20,000 per eligible employee and indicated a special council meeting would be called to finalize details prior to the next scheduled meeting.
Clerk roll calls and the presiding officer confirmed vote tallies for each first-reading action; no final adoptions beyond first readings were completed for ordinances that require multiple readings. Council adjourned with next meeting scheduled for November 17 at 7 p.m.
