Lima City Council approves a slate of ordinances on first reading, schedules two public hearings

The council passed ordinances including 2-38-25 and 2-39-25 (printer leases with Perry ProTech Inc.), 2-40-25 (an agreement with the Lima Allen County Convention & Visitors Bureau funded by the hotel-motel tax), and multiple 2026 contracted-services ordinances (for Sperian of Lima Inc., Custom Staffing Inc., JP Management Group and others). In each case, the motion to pass the ordinance on its first reading carried by recorded vote, typically 8-0.
Council also moved and passed Ordinance 2-51-25, which amends Section 1040.16 of the codified ordinances regarding sewer rates; that item was recorded as passed on first reading by an 8-0 tally.
Separately, the council received two petitions from the city engineer: one requesting vacation of an alley segment south of East 9th Street and another seeking rezoning of 1802 South Central Avenue from Class 2 to Class 3 residential. The council directed the law director to prepare legislation and set both matters for public hearing on Jan. 5, 2026, at 7 p.m. in the council chambers.
Procedural items on the consent calendar were approved, and communication from the Ohio Division of Liquor Control regarding Beer Barrel Inc. was received and filed with no objection. A separate liquor-permit application (for Tyesha Jenkins at 602 C North Main Street) was placed on second reading to allow staff time to gather additional information before a final vote.
The council recorded no substantive debate on the bulk of the ordinance items; most were routine contract- or procurement-related approvals scheduled for implementation as described in the ordinances.
The council adjourned until its next regular meeting on Dec. 1 at 7 p.m.
