Council approves a slate of ordinances (171–180) on first reading, all pass 6–0

Lima City Council moved and approved a series of ordinances on first reading covering budget amendments, grant applications, equipment and professional services contracts, and two CRA tax-exemption agreements.

Ordinance 1 71 25 amended the 2025 annual budget and passed by a recorded 6–0 vote. Ordinance 1 72 25 authorizes the mayor to apply for and administer funds through the Ohio Urban Forestry Grant Program; that ordinance also passed 6–0. The council approved ordinances authorizing contracts with DeGente Investments LLC (1 73 25), AstroTurf Corporation (1 74 25), payment to Tyler Technologies for municipal court software (1 75 25), and Dell Technologies for workstations (1 76 25), each by a 6–0 vote.

Ordinance 1 77 25 authorizes the mayor to contract with CDM Smith Inc. to evaluate a new water treatment plant for the utilities department and passed 6–0. Ordinance 1 78 25 authorizes advertising for bids and entering a contract to purchase a cargo van for the wastewater treatment plant and passed 6–0. The council also approved two CRA tax-exemption agreements: ordinance 1 79 25 with Uprise Investments LLC for a project at 613 West Spring Street, and ordinance 1 80 25 with Lima Towers acquisition LP for a South Main Street project; both passed 6–0. The mayor said the CRA agreements will enable renovation of more than 200 housing units in the city.

Separately, during miscellaneous business the council approved an amendment to ordinance 1 67 25 to replace Exhibit A and authorized the absence and salary for Councilor Glenn and President Dixon (motions passed by voice votes).

All ordinance votes reported in the transcript were recorded as unanimous among the six voting members present (6–0).
