City staff explained the change is intended to allow more reuse of smaller office parcels—examples given included nail salons, barbershops and beauty salons—particularly along Old Troy Pike and Brandt Pike. Staff said the definitions will be updated in the broader code rewrite to ensure consistency.
During the hearing a resident, Danielle Macon, asked what the case number referred to and later raised a separate comment about the use of professional titles by council members. Staff answered the zoning question and clarified that the public hearing was the correct forum for questions; no speakers registered in opposition. The council accepted the work-session recommendation to move the ordinance to a second reading and scheduled it to appear at the next meeting.
