Lima council approves a package of ordinances on first reading, including budget and utility contracts

- Ordinance 23-26: transfer of cash from the general fund to the debt-service fund (passed 8–0). - Ordinance 24-26: contract with CDM Smith Inc. for water modeling and system analysis (passed 8–0), and a related amendment/contract authorization (26-26 passed 8–0). - Ordinance 25-26: contract with Burgess & Niple Inc. for the utilities department (passed 8–0). - Ordinance 27-26: apply for and administer funds from the Procter & Gamble US Large Site Community Grant (passed 8–0). - Ordinance 28-26: amend fee structure for rental of the Greater Lima Region Park and Amphitheater (passed 8–0). - Ordinance 29-26: amend contract with Schimler Construction Inc. (passed 8–0). - Ordinance 30-26: advertise for bids and enter contract for combined sidewalk project (passed 8–0). - Ordinance 31-26: approve 2026 admission and program rates for Lima Community Aquatic Park (passed 8–0). - Ordinance 32-26: acquire property from Lima Community Improvement Corporation using Welcome Home Ohio funds and then sell the property (passed 8–0). - Ordinance 33-26: establish the 2026 city budget (passed 8–0 on first reading).
The council also approved the consent calendar and communications 1–12 earlier in the meeting. Several councilors thanked administration staff for holding rates at affordable levels (aquatic park) and for partnering on grant-funded projects. These first-reading approvals will return for subsequent readings or implementation steps per normal ordinance procedures.
