The mayor and other council members noted the parcel's planned use for youth programming—citing support previously given to the My Brother's Keeper/Jenga mentoring program and community development block grant connections.
The mayor said the change was supported by the Planning Commission, and urged council support for coordinated services for young people. “This council’s passage of this zoning change will go a long way in establishing that,” the mayor said in support of the measure. Council discussion emphasized the need for safe after-school options and training opportunities for young people.
The ordinance was moved and passed on first reading by an 8–0 vote.
