Council read public notice that a public hearing will be held Monday, Oct. 20, 2025, on a petition by Emmanuel Curtis to rezone 1307 Saint John's Avenue from class 1 to class 3 residential to allow a community resource center. The clerk told listeners that reports, maps and documents are on file in the clerk’s office for public inspection.
When the council called for speakers on the petition that evening, no one offered comment and the council closed the hearing. Later in the meeting council considered an ordinance (recorded as Ordinance 2 24 25) to amend the city zoning map for parcel 47-0612-02-007 (identified in the ordinance as 1307 Saint John's Avenue). The mayor and other council members noted the parcel's planned use for youth programming—citing support previously given to the My Brother's Keeper/Jenga mentoring program and community development block grant connections.
The mayor said the change was supported by the Planning Commission, and urged council support for coordinated services for young people. “This council’s passage of this zoning change will go a long way in establishing that,” the mayor said in support of the measure. Council discussion emphasized the need for safe after-school options and training opportunities for young people.
The ordinance was moved and passed on first reading by an 8–0 vote.
No final site plan or program funding was adopted at the meeting; council’s action at this session was a zoning-map amendment on first reading and scheduling of the public hearing for the petition.
