The Huber Heights Planning Commission unanimously recommended a city‑initiated text amendment (TA‑2606) that would allow personal service establishments — such as salons, barbershops and nail salons — to operate in the O‑1 general office district, and forwarded the recommendation to city council.
Planning staff (Aaron Sorrell) said the proposed change would broaden allowable uses in the O‑1 district to facilitate reuse of several O‑1 buildings along corridors such as Brant Pike and Old Troy Pike without changing the zoning map. "We're just proposing to add an additional use opportunity for the 10 or 15 properties that are zoned O‑1," Sorrell said, adding that the amendment would not permit outdoor uses associated with personal service establishments and would require uses to be fully contained within existing structures.
A commissioner raised an historical agreement by residents along Brant Pike that, the commissioner recalled, restricted rezoning unless all affected homeowners agreed. Sorrell said the text amendment would not automatically change property zoning and that the action before the commission is a recommendation to city council; he said any future broader zoning changes would be considered as part of a code rewrite.
Commissioner Cheryl Thomas moved to recommend approval of TA‑2606 to city council and Matt Schomper seconded. The motion passed by a 4–0 roll call. Staff said it will forward the recommendation to the city council for consideration.
