Lincoln County Planning Commission reviews draft Comprehensive Plan and zoning regulations, sets public-review steps

County Planner Judy Clark briefed the Lincoln County Planning Commission on the draft Lincoln County Comprehensive Plan and Zoning Regulations at a Jan. 13 meeting in City Hall Council Chambers, initiating a lengthy discussion about recommended revisions and next steps toward adoption.
Planner Judy Clark said members should submit suggested changes to planning staff, which will forward them to the consultant for a revised draft. The consultant will return the revised draft to planning staff for review. Clark said a public hearing could be scheduled in February or March and emphasized that the Planning Commission would retain the ability to amend the draft before making a recommendation to the County Commissioners, who will hold their own public hearing prior to any adoption vote.
The commission began the meeting by approving the order of the agenda (motion by Chuck Boden; seconded by Roger Merritt) and by amending and approving the Nov. 12, 2025 meeting minutes to replace a name in items 2–4 (motion by Roger Merritt; seconded by Aaron Edwards). Both motions passed unanimously with the members present.
Deputy County Attorney Tyler Volkmer noted that the commission needs to provide a public comment period at every meeting and asked Chair Brent Roggow to consider opening one; Chair Roggow asked if anyone wished to speak, and no members of the public addressed the commission.
The commission adjourned at 7:44 p.m.
