Staff recommends awarding 2026 street-milling and Reclamite contracts to Jurgensen and Pavement Technology

Public works staff presented the results of the citys 2026 street program bidding and recommended awards on March 16 at a Huber Heights City Council work session. Russ said the low bid for Section A (milling and paving of about 5–6 miles across 24 streets) came from John R. Jurgensen at $1,022,434; Barrett Pavings bid was roughly $142,000 higher. Staff recommended awarding Section A to Jurgensen with a not-to-exceed value of $1,125,000.
Russ told council that Section B, the Reclamite application used on minor streets and cul-de-sacs, drew a sole bidder, Pavement Technology, at $25,759.50; staff set a not-to-exceed amount of $29,000 for that portion. He said Bowser and Warner will perform inspection and testing during asphalt installation. The program is funded through the street improvement levy and gas tax funds, he added.
Councilmember Don asked why bidders participated on some sections and not others. Russ said contracts are packaged by specialty; larger paving firms typically bid only the asphalt portions while a single local firm performs the Reclamite application.
Mayor Gore asked if there were objections to moving the contract awards to the regular Monday council meeting for formal action; with none raised, council placed the item on Mondays agenda for vote.
Next steps: the formal contract awards and any authorizing ordinance will be considered at the regular council meeting on Monday.
