Huber Heights council approves appointment, contracts, and infrastructure solicitations; one recusal on CRA deal

The Huber Heights City Council adopted several routine and project-related items at its Feb. 9 meeting, including appointments, contract authorizations and multiple public-works solicitations.
Council appointed Gwendolyn Pfau to the Citizen Complaint Review Board for a term through Dec. 31, 2027; the motion carried 8–0 after council confirmed background checks had been completed. City Manager John recommended the appointment and councilmember Nancy made the motion to appoint.
Council also authorized the city manager to negotiate furniture, fixtures and equipment (FF&E) contracts for the public works facility and city hall renovation; that resolution passed 8–0. The council adopted an ordinance declaring improvements to certain parcels a public purpose and exempting them from taxation, with staff saying the project’s incentive district projects project approximately $4,600,000 in revenue; the adoption (including a waived second reading and emergency clause) carried 8–0.
The council approved a set of capital solicitations: bids for the 2026 sidewalk program and the concrete portion of the street improvement program; bids for the 2026 street improvement program (non-concrete work) with a projected cap not to exceed $1,900,000; and bids for the 2026 sewer rehabilitation project with a not-to-exceed amount of $500,000 to be paid from the sewer fund. Each of those motions passed 8–0.
Council approved extending the city’s agreement with Razi Fireworks Company Inc. to provide the municipal fireworks display (2027–2030) and a drone show (2026–2029). City Manager John said staff and the fire division have confidence in the vendor; the motion carried 8–0.
A separate resolution accepting the amounts and rates determined by the Miami County budget commission and authorizing necessary tax levies was adopted by an 8–0 vote.
One agenda item generated a recusal: a resolution authorizing the city manager to enter into a Community Reinvestment Area and development agreement with KE Rose passed 7–0, with Councilmember Davidson recused. Staff described the property as a recently constructed 5,200-square-foot building in CRE District 3 and said inspections and county review are part of the process. Council members asked questions about timing, prior EDGE grant history and projected job creation before the vote.
The meeting closed after public comment and reports from city officials.
