Council honors Edward Kimbrough, recognizes youth program and approves a package of ordinances

Lima City Council opened its Feb. 23 meeting with two recognitions and passed a package of ordinances on first reading.

Council adopted Resolution 2-26 on first reading to memorialize Edward Lee Kimbrough, a longtime coach, mentor and insurance industry figure. Councilors remembered Kimbrough’s decades of service to youth sports and to families in the community; family members Marty Kimbrell and others accepted the council’s condolences and thanked the body for the recognition.

Council also adopted Resolution 3-26 on first reading to recognize the Upward Basketball Program at Forest Park United Methodist Church and to honor Don Bush for 16 seasons of dedicated volunteer service. Program representatives accepted the resolution and thanked council for the acknowledgment.

On routine business, council approved the consent calendar and took up communications, including a referral to hold a hearing on a liquor-permit application from the Ohio Division of Liquor Control regarding Cloud 5 Vape LLC (855 North Metcalfe Street). The civil service board presented an annual report summarizing reclassifications, competitive and promotional examinations, and appointment letters issued during the year.

Council then approved a large set of ordinances on first reading — including measures to acquire property using Welcome Home Ohio funds, enter into contracts for software and professional services, apply for Safe Routes to School funding, and amend codified ordinances — most by unanimous votes recorded on the record.

The meeting closed with routine council updates and a motion to adjourn into executive session to discuss the sale of real estate, which passed 8-0.
