Council reviews CRA application to keep KE Rose in Huber Heights; members seek fiscal details and TIF options

Economic development staff brought a Community Reinvestment Area (CRA) tax-abatement application for KE Rose to the council for consideration and questions.
Jason, representing economic development, said KE Rose—located at 4595 Chambersburg Road—has operated in Huber Heights since 1982 and provides truck-equipment upfitting and fabrication; the 2026 application covers construction of a 5,200-square-foot office and shop building, retention of more than 25 jobs citywide and the creation of five full-time positions linked to the proposed addition. “KE Rose has been a business in Huber Heights for over 40 years having been established in 1982,” Jason said.
Council members probed whether the CRA application complies with usual timing requirements and how the abatement compares with projected public revenue from new payroll and property tax. Staff advised that this is a pre-1994 CRA type, which can be granted during or after construction, whereas post-1994 CRAs typically require approval before construction begins. The staff member summarized the proposal as offering a 15-year exemption on property taxes for the value of the improvements, while the city would still receive tax revenue based on land value.
Councilmember Nathan and others asked for comparative numbers: the council requested the precise tax-abatement schedule, the projected taxable value of the improvements, the revenue the five new hires would generate, and clarity on earlier incentive awards. Jason said he would provide the requested financial details. Several council members asked staff to analyze whether a Tax Increment Financing (TIF) overlay could capture additional increment from the project without increasing costs to the owner.
Recusal: Councilmember Scott said he must recuse himself because he does business with KE Rose. The recusal was noted and the item will be brought forward at the next regular meeting for formal action.
Why it matters: KE Rose is a longstanding local employer, and the council’s decision on CRA status and any pairing with TIF policy could affect long-term local tax revenues and bonding capacity; council asked for more detailed financial comparisons before approving an abatement.
