Council to consider Creekside Woods TIF to support 159 townhomes, staff seeks emergency passage

The council received a presentation on legislation to establish the Creekside Woods Tax Increment Financing (TIF) District to facilitate a two-phase construction of 159 townhome-style owner-occupied residences.
Mister Antonique (S15) said the TIF is expected to generate $3,500,000 in revenue to the city and that notices required to Montgomery County, Huber Heights City Schools and Miami Valley Career Technology Center had been sent. He noted a public hearing on the TIF was held on Jan. 12, 2026 and that the proposal meets statutory notice requirements.
Staff asked council to pass the legislation in an emergency and waive the second reading at the Monday meeting. Council indicated they would address that request during the regular session; there was no extended debate at the work session.
The staff presentation described public infrastructure to be paid through the TIF including roads, utilities and water lines; construction was expected to start in earnest in 2026.
