City planning staff asked the council on March 3 to send a zoning text amendment to a public hearing that would permit personal service establishments — for example, nail salons, hair salons and barbershops — in the 01 zoning district to reduce the need for rezonings to B-1/B-2 along commercial corridors.
Aaron told council that the change mainly targets buildings along Brant and Old Troy Pike where property owners have requested rezones to commercial zoning; the text amendment would broaden allowed uses in the 01 District to increase marketability without creating wholesale commercial conversion of adjacent residential areas.
Councilmembers asked for clarification about which corridors and where the ordinance would apply; staff said the 01 District is spread throughout the city but primarily along major arterials. The council set a public hearing for Monday and slated the proposal as the first of two readings; no objections were raised.
Because the amendment will change the codified land-use ordinance, staff noted procedural requirements including the public hearing and readings. Council directed staff to include the item on Monday’s packet for public comment and the legislative schedule.
