Cyber Castle proposes AI traffic pilot for Brant Pike; city to consider on Monday

Cyber Castle representatives presented a proposal to pilot an AI-enabled traffic management system on Brant Pike, telling Huber Heights City Council staff that the technology would use cameras and an AI vision box to produce anonymized traffic metadata used to recommend and, later, dynamically implement signal timing changes.
Sabrina Donnelly, AI practice leader at Cyber Castle, said the system uses 2–4 cameras per intersection to generate vehicle counts, turning movements, pedestrian counts and wait-time estimates. "We are not doing facial recognition or license plate recognition, and the footage is deleted every 30 days," Donnelly said, adding that the city would keep only aggregated traffic metadata for simulations and control.
The company described a four-stage pilot: governance and coordination; install-and-observe in a read-only mode; staged dynamic control beginning with the least complex intersections; and a pilot report with scaling recommendations. City staff (Aaron Sorrell) said all equipment would be installed together from Longford to Shaw but that Cyber Castle would make intersections live one by one, starting conservatively to mitigate risk.
Council members and residents pressed presenters on scope and safeguards. A resident asked why the pilot stops short of Chambersburg; staff said the selected stretch from Longford to Shell Road contains older signal devices that need upgrades and allows a low-cost, high-value test before any expansion. Cyber Castle officials cited prior implementations and data sources in the City of Hilliard (implementation example) and Chicago (data) and said Huber Heights would be the only pilot client for this vendor at the time.
Operational questions included whether the system could detect speeding or red-light running; company representatives said the technology can identify those behaviors but that any enforcement or use of detections would have to follow city policy and compliance with Ohio law. Presenters also said the system would include redaction mechanisms for sensitive imagery and use redundant communications (fiber and 5G) so the city can revert to static timing if a failure occurs.
City staff indicated they will advance the item to Monday’s council meeting for formal consideration. If approved, the city would begin the staged pilot with human oversight, periodic reporting to council and a final pilot report to inform a potential broader deployment.
