Roland said the recommended spending plan represents a 9% increase over the 2022-23 budget and reflects local growth in sales tax, which he said came in 15.3% above what was budgeted. He told the board the budget follows a revaluation that showed a growth factor of 1.62% and cited a revenue-neutral tax rate of $0.27 per $100 valuation, which he said would be the lowest tax rate in North Carolina.
