Avery County creates Fire Marshal and Emergency Services departments, approves job descriptions and pay scales

The Avery County Board of Commissioners voted unanimously on Nov. 7 to create an Avery County Fire Marshal’s Department and an Emergency Services Department and to adopt accompanying job descriptions and pay scales.
County Manager Phillip Barrier Jr. told the board the changes were recommended by the board and based on findings in a third-party After-Action Report following Hurricane Helene. He requested formal approval to establish and structure both departments and said the organizational charts, job descriptions and pay scales would take effect immediately upon the board’s approval.
A motion to approve the organizational structure, job descriptions and corresponding pay scale was made by Commissioner Wood Hall Young Jr. and seconded by Commissioner Robert Burleson. The motion carried unanimously with those present (4-0).
The action formally creates the two departmental structures and implements the pay scale changes the county manager presented; the board did not specify additional implementation steps or timelines during the meeting. The meeting adjourned shortly after the vote.
