Avery County approves budget amendments, State Cash Flow loan and routine appointments

At its Sept. 9 special meeting, the Avery County Board of Commissioners approved several budget amendments, authorized a State Cash Flow loan and confirmed routine appointments and consent items.
Finance Officer Caleb Hogan said the Department of Emergency Management received a $150,000 Emergency Management Local Shelter Capacity Grant to purchase an emergency shelter trailer; the Board approved a budget amendment allocating the funds. The Board also approved a $4,000 NC Tier II Competitive Grant for hazardous materials planning, accepted a $71,000 insurance-reimbursement roll-forward for Parks & Recreation repairs, and approved insurance-related allocations tied to a 2022 Ford ambulance. A separate Emergency Management budget amendment (#5) was tabled at staff request. The Board authorized a $29,908.56 capital purchase of two office units for Senior Services.
Commissioners approved Round 3 of the State Cash Flow loan and the related promissory note, authorizing the chair to sign. They also appointed Linda Taylor to the Jury Commission and reappointed Jack Wiseman Jr. to the Avery County Tourism Development Authority after waiving a policy review; the Board approved minutes for multiple prior meetings and adopted a consent lease for space to the NC Department of Adult Corrections. All motions recorded passed unanimously by those present.
