Residents press commission on floodplain, springs and narrow 200 North during Byland Farms Phase 2 review

Lindon City staff presented a proposed four-lot major subdivision for Byland Farms Phase 2 on Feb. 10 and answered detailed questions about wetlands, floodplain rules and street design as residents urged caution.
Mike Florence, the planning presenter, said the developer submitted an Army Corps of Engineers permit that allows piping and filling a ditch in the project area but requires the wetland area be protected and recorded on title and the subdivision plat. "The Army Corps of Engineers has given them a permit to pipe and fill this ditch area here... The Army Corps has said that they have to keep this wetland area intact," Florence said.
Staff also explained why the current application is for four lots rather than five: Lot 10 is in a flood zone and city ordinance requires any lot in the floodplain to be at least 40,000 square feet, so Lots 10 and 11 were combined. Florence said the…
