Staff presenter Mike Florence said the applicant asked to remove a short segment of 1200 West and a portion of a future 200 North alignment because the properties are zoned heavy industrial and the city and owner do not know when redevelopment will occur. "The purpose right now is to remove those two streets off of the map," Florence said, adding that the city will reconsider alignments when development is imminent.
The recommendation is advisory; the City Council will have final approval. Florence told commissioners a 2008 development agreement and a bond remain on the files tied to prior promises about future dedication; if the council approves the change, staff would later return to the commission to amend or terminate that agreement.
Commissioners asked whether vacating the alignments would impede emergency access. Florence said staff had not met with the fire chief on this specific request but the city engineer did not identify circulation concerns. Commissioners also asked about the 2008 bond; a commissioner noted rising construction costs make the old bond insufficient to build a modern road.
After public comment from nearby property owners and from a resident who asked whether a stubbed street would include a turnaround, Commissioner (S9) moved "to recommend approval of ordinance 2026-02-0 to amend the Lindon City general plan street master plan map with the following conditions: Number 1, all items of the staff report." The motion was seconded and approved by the commission without opposition.
What happens next: staff will notify the applicant when the item is scheduled for City Council consideration. If the council approves the amendment, any subsequent release or termination of the 2008 development agreement would be processed separately and may return to the commission for review.
Why it matters: the amendment keeps industrially zoned parcels flexible for owners while documenting wetland and utility easements and ensuring the city retains the option to require future road connections when redevelopment occurs.
